No State Will Be Discriminated in Delimitation Exercise, Says PM in Lok Sabha

NEW DELHI, Apr 16: Prime Minister Narendra Modi on Thursday said that no state—whether big or small, north, south, east or west—will face discrimination in the delimitation of constituencies linked to the implementation of the women’s reservation law. He also warned that those opposing the reform would not be forgiven by the women of the country.

Intervening in the Lok Sabha debate on three bills related to amendments in the women’s quota law and the formation of a delimitation commission, the Prime Minister clarified that the proportion of Lok Sabha seats for any state will not be reduced due to the exercise.

“There will be no change in that proportion, and any increase will also be in the same proportion,” he said.

Modi added that reservation for women in legislatures is their rightful entitlement, not a favour granted by any political party. He also remarked that political opposition to the law could have political consequences, but stressed that the government does not seek political credit for its implementation in 2029.

He further said that the Centre is willing to let the opposition take credit for the women’s reservation law, emphasizing that the intention behind the reform matters more than political ownership.

Addressing concerns from some states, particularly in the south and east, over the delimitation exercise, the Prime Minister assured that no state would be treated unfairly.

“I say with full responsibility that whether north, south, east, west, small or big states, this process will not discriminate against anyone,” he said.

Modi urged all parties not to view the issue through a political lens, calling it a matter of national interest and stressing that women across the country are closely watching the decisions being made.

He also noted that earlier delays in implementing the women’s reservation law should not continue and emphasized the need for timely action before 2029.

The Lok Sabha on Thursday took up the Constitution (131st Amendment) Bill, 2026, the Union Territories Laws (Amendment) Bill, 2026, and the Delimitation Bill, 2026, for debate and passage.

According to the proposal, the strength of the Lok Sabha will be increased to 815 seats, of which 272 will be reserved for women, ensuring 33 per cent representation. (Agency)
