J&K Government Forms Coordination Committee to Strengthen Statistical System and MoSPI Linkages

JAMMU, Apr 17: The Government of Jammu and Kashmir on Thursday constituted a Union Territory Level Coordination Committee (UTLCC) to strengthen and streamline coordination between the Ministry of Statistics and Programme Implementation (MoSPI) and the statistical framework of the Union Territory.

As per Government Order No. 803-JK(GAD) of 2026 issued by the General Administration Department (GAD), the committee will be headed by the Chief Secretary, Jammu and Kashmir, and will include senior administrative secretaries and key officials to ensure effective inter-departmental statistical coordination.

The Administrative Secretaries of Finance, Planning, Development & Monitoring, Information Technology, and Rural Development & Panchayati Raj Departments have been nominated as members of the committee.

The Deputy Director General, Regional Office, National Statistical Office (Field Operations Division), MoSPI, J&K, will also be part of the committee, along with representatives of concerned Central Ministries, UT departments, and Central/UT Public Sector Undertakings as required.

Director General, Economics & Statistics, J&K, has been appointed as the Member Secretary of the committee.

The order further states that the Chairperson may co-opt additional members or invite experts from Central Ministries, departments, agencies, or PSUs whenever necessary.

The Terms of Reference of the committee include ensuring structured coordination between MoSPI and UT departments for implementation of national surveys, improving data-sharing mechanisms, and standardising statistical practices across Jammu and Kashmir.

The panel will also review the adoption of national frameworks such as the National Metadata Structure (NMDS) 2.0 and the Statistical Quality Assessment Framework (SQAF) to enhance data accuracy, reliability, and comparability.

It will examine key statistical outputs at state and district levels, including State Domestic Product, District Domestic Product, industrial production indices, and price indices, ensuring alignment with national standards and timely reporting.

The committee will identify gaps, duplication, and inconsistencies in statistical work across departments and recommend corrective measures, while also promoting IT-enabled modern statistical systems.

On data dissemination, it will ensure timely publication of official statistics and encourage evidence-based policymaking in line with MoSPI guidelines.

The committee will also focus on capacity building of statistical personnel and strengthening the Directorate of Economics & Statistics in coordination with NSSTA.

Additionally, it will monitor MPLADS-related works and review major Central Sector infrastructure projects above ₹150 crore to resolve inter-departmental coordination issues.

The government said the initiative aims to promote data-driven governance, improve transparency, and strengthen the overall statistical ecosystem in Jammu and Kashmir. (Agency)
